Presidential veto threats in statements of administration policy

The Office of Management and Budget (OMB) of the Executive Office of the President issues memoranda deemed Statements of Administration Position (SAP) to communicate the president's or the administration's position on legislation pending before the floor or conference committees in the Congress. This disc compiles OMB SAP memos from 1985-2004 in cases where the administration threatens to veto specific legislation if passed.
